What Makes a Short-Term Rental Legal in Unincorporated Pinellas County?
A home in unincorporated Pinellas County follows the county’s rules, not a beach town’s rules. Ideally, a buyer confirms each of these items before making an offer:
- A Pinellas County Certificate of Use for the rental
- A Florida Department of Business and Professional Regulation (DBPR) vacation rental license
- Registration with the Pinellas County Tax Collector for the Tourist Development Tax
- Registration with the Florida Department of Revenue for sales tax on transient rentals
The county ordinance also addresses occupancy limits, quiet hours and parking standards, and operators post emergency contacts, occupancy limits and local rules inside the rental. Guests of all ages count toward occupancy.
Is 9542 Oakhurst Rd a Legal Short-Term Rental Today?
Yes. According to the seller, the current owner operates the home as an active, legally operating short-term rental in unincorporated Pinellas County, with a maximum occupancy of 10 guests. Three years of rental history are available on request.
Do Short-Term Rental Registrations Transfer to a New Owner?
A new owner files and completes their own registrations to operate. Nothing about the property prevents a buyer from doing so. I recommend confirming the current steps with Pinellas County and DBPR before closing, because requirements can change.
What Does This Seminole Short-Term Rental Home Include?
This is a turnkey home. Furnishings, bedding and kitchen essentials convey, and the home has an electronic door lock for guest check-ins and security cameras for remote monitoring.
Interior
- Split-bedroom floor plan with a separate 17-by-12-foot den and a combined living and dining room
- 2022 remodel: new wood kitchen cabinets and countertops, stainless steel appliances, bathroom vanities and luxury vinyl flooring
- Kitchen pass-through window that opens to the outdoor bar
- Pocketing sliding glass doors that connect the living areas to the pool
- Attached 2-car garage and a circular driveway
Outdoor Living
- Private heated pool with a screened enclosure
- Large covered, screened rear porch for entertaining in any weather
- Fire pit and an expansive backyard with no rear neighbors, with open views of a park with trails
- New St. Augustine sod installed in 2022, with refreshed landscaping and a sprinkler system that runs off a well
Major Systems and Updates
- New roof and HVAC in 2022
- Replacement attic ductwork in 2025
- New sewer line from the house to the main in 2022 (approximately $10,000, per the seller)
- Exterior painting and pool refinishing in 2022
- New pool filter in December 2024 and new pool pump in June 2025
According to the seller, TLC’s 90 Day Fiancé filmed an episode at the home in June 2026.
“A newer roof, HVAC and sewer line matter in a vacation rental because they are the big-ticket items that can interrupt a guest stay. When the major systems have already been updated, a buyer starts with fewer unknowns.”

How Is a Seminole Short-Term Rental Different from One in Indian Rocks Beach, Indian Shores or Redington Beach?
The rules depend on where the home sits. This home is in unincorporated Pinellas County, so the county’s Certificate of Use applies. Indian Rocks Beach runs its own annual vacation rental registration, and Indian Shores and the other beach towns have their own ordinances, so confirm each town’s requirements before you buy.
A home 2 miles from the beach in unincorporated Pinellas County can cost less than a comparable home inside the beach towns. With no HOA or CDD, there are no association rental rules or dues. I still recommend reviewing the title and any deed restrictions. I am happy to run current comparable sales for your price range.
What Do I Verify Before Buying a Short-Term Rental in Pinellas County?
I have worked on more than 150 vacation rental and STR transactions along the Pinellas Gulf Beaches, and I routinely advise against more properties than I recommend. In the Haydon SHORE™ STR Investment Framework, Hosting and Rental Rules (the H in SHORE) come before the numbers, so I start there. Before you make an offer on any Airbnb property or VRBO listing, confirm:
- The current county requirements at pinellas.gov/STR
- The DBPR license steps for a new owner
- Tourist Development Tax and sales tax registration
- The rental history, the occupancy limit and the insurance requirements
- Title, deed restrictions and flood zone
Ideally, you also talk with an attorney, a CPA and an insurance professional about your own situation. I am not a substitute for their advice.
